City of Mobile · Community Project Fund · Demo Reference

1. Purpose of the Portal

The CPF Grant Management Portal is a custom enterprise grant management system built for the City of Mobile's $50,000,000 Community Project Fund program. It provides centralized tracking of all CPF-funded projects, funding drawdowns, compliance requirements, environmental reviews, labor standards, monitoring activities, documents, risks, and reporting across the full 36-month program period.

2. What the Portal Tracks

  • Projects, budgets, committed amounts, and drawdowns
  • Deliverables, milestones, and task deadlines
  • Environmental reviews and HEROS compliance
  • Davis-Bacon wage decisions and certified payroll
  • Monitoring visits, desk reviews, and on-site reviews
  • Documents with version control and categorization
  • Findings, corrective actions, and risk register
  • Executive, compliance, financial, and closeout reports

4. City Benefits

Real-time visibility into all CPF projects and funding
Audit readiness with complete documentation trails
Faster draw request approvals and compliance reviews
Reduced compliance risk through proactive monitoring
Centralized document management across all projects
Reusable system for future grant programs
Executive reporting for leadership and council briefings
Stronger internal controls and accountability

5. Key Talking Points for Proposal Review

This is not a temporary tracker. This is a permanent grant management system the City can keep and reuse after the engagement.
Every dollar, deliverable, and compliance item is tracked in one place. No more spreadsheets or disconnected folders.
The portal is configured for the City of Mobile CPF program but can be extended for other federal and state grant programs.
Environmental review and HEROS workflows are built in, not bolted on.
Davis-Bacon compliance is tracked at the payroll week level with automated alerts for missing submissions.
Executive dashboards pull live data from project records. Nothing is manually re-entered for reporting.
The City owns the system, the data, and the configuration. Altus builds it and transfers full ownership.
